Under the Freedom of Information Act 2000, please provide the following recorded information held by Essex County Council concerning Operation Vanguard – the three-month private security patrol trial in Braintree, Chelmsford and Colchester funded by a drawdown from the Community Innovation and Improvement Fund (capped at £150,000).
1. Full costings and funding source for the trial, including: total contract value (and any capped or maximum spend); the funding source and budget/reserve line used; the contracted provider; daily patrol hours; and the start and end dates of the contract or trial period.
2. Any KPI framework, performance measures, reporting templates or evaluation schedule set for the trial (not end-of-trial outcome figures).
3. Copies of the business case and/or member decision (including any Cabinet Member Decision) that authorised the £150,000 drawdown and any associated contract waiver or direct award.
If any part of this request is refused or withheld, please cite the specific exemption(s) relied upon and advise on the internal review process.
I am happy to refine the scope if that would assist a prompt response.
